WEBINAR: Hazard Mitigation Planning in Floodplain Management

Overview:

Hazard mitigation- the long-term reduction in vulnerability to natural and non-natural hazards- is a function that should be integrated throughout a municipality’s programs and normal operations.  In the Commonwealth of Pennsylvania, where most communities’ highest-priority hazard is flooding, it is especially important to reduce our communities’ vulnerability to flooding through strong floodplain management practices.  Many of these practices can be implemented relatively easily, with little or no outside funding required.  Other enhancements require significant funding assistance.  To access that funding, projects will need to be identified in existing community plans, such as a FEMA-approved hazard mitigation plan (HMP).  However, for a flood vulnerability reduction action to be included in the HMP, the floodplain administrator and others with a role to play in floodplain management need to be involved in the planning process.

This session will describe the mitigation planning process typically followed in Pennsylvania’s counties to update HMPs.  It will discuss opportunities for involvement of officials with a role to play in floodplain management.  It will also provide an overview of different types of actions that can be selected by municipal officials to address flood vulnerability issues throughout Pennsylvania.

2. Describe how to incorporate solutions to floodplain management issues as actions in hazard mitigation plans.
3. Identify at least two types of mitigation actions that can address a community’s flood vulnerability.
